Under the general direction of the Vice President of Legal Operations of At Home Healthcare, in collaboration with the executive leadership team and within the established agency policies and procedures, Director of Quality and Education plans, directs, coordinates and evaluates operations of the quality and education departments. • Assume accountability of the Quality and Education programs for the organization.• Responsible for direct supervision of the staff in quality and education; delegates responsibility and authority appropriately; ensures that delegated responsibilities are carried out appropriately.• Provide administrative, clinical and non-clinical oversight of performance improvement activities of the respective departments.• Provide the VP of Legal Operations and Executive Committee with practice and budgetary assessments related to quality and education• Allocate resources appropriately.• Manage the measurements and reporting of public data bases.• Use Performance Improvement Plan to improve patient safety and drive quality outcomes.• Lead development and implementation of processes to investigate Potentially Avoidable Events and prepare reports for Executive Leadership Team. • Lead development of performance improvements plans through the use of tools such as, root cause analysis and PDCA methodology.• Facilitate Quality and Safety Committee Meetings.• Identify trends and provide recommendations to the education, quality improvement, and management teams.• Responsible for analysis of patient satisfaction and related activities as part of the quality program; participate in the planning and implementation of activities for managing patient satisfaction.• Provide data and input to the VP of Legal Operations and the Executive Committee as well as branch managers for quality indicators such as, patient satisfaction, case-mix, percentage of staff visits and quality outcomes, as well as efficient and effective use of staff.• Ensure compliance with all federal and State regulations and rules.• Assess staffing needs for areas under his/her supervision and collaborates with Human Resources regarding interviewing and hiring of staff.• Act as a resource to nursing leadership and clinicians• Adhere to agency annual goals and objectives; ensure implementation of those as it relates to quality and education.• Develop, implement, evaluate, and redesign as necessary an orientation program for all professional disciplines that is customer focused, competency based, quality outcome focused, and in compliance with all rules and regulations.• Effectively manage and utilize electronic, automated tools and/or methods for initial orientation and ongoing educational needs of all staff.• Direct professional orientation and preceptor programs for new hires and contract staff.• Implement and support an orientation program for professional disciplines at the level of the learner.• Coordinate annual competency sessions (Annual Skills Days) to ensure all staff remains in compliance (eg. safety, infection control, core competencies, TB testing, etc.)• Work collaboratively with education staff, quality review staff, and clinical management staff to ensure completion and documentation of department specific orientation, initial and annual competency skills checklist, consistent clinical competency development, as well as annual Joint Commission and State mandatory educational requirements.• Ensure ongoing education is based on the assessment of formal and informal clinical care outcomes, performance improvement projects and findings, as well as staff identified needs.• Organize and audit clinical records for appropriate utilization of services, quality outcome measurement, standards of practice and to ensure regulatory compliance through previously established Mock Survey protocols and targeted analysis.• Develop policy and procedures to support and manage education functions.• Oversee joint visits with newly oriented staff to educate, assess competency, and establish OASIS reliability.• Acts as a resource to management team regarding regulatory issues.• Provide education staff with knowledge, skills, training, tools, information, leadership, and individual development opportunities necessary to promote optimal performance and create a positive work environment.• Represent the agency on committees at system level as appropriate.• Collaborate with the clinical management team to assess the performance and clinical competency of staff on an ongoing basis.• Perform other duties as may be required or assigned.• Ensure that current job descriptions/competencies exist for each member of the staff; ensure that performance evaluation and competencies are completed per company policies.• Continually monitor quality and education departments' activities and take appropriate action to ensure efficient and effective operation; observe ongoing operations and analyze performance to identify potential problems and solutions.• Provide superior customer service to internal and external clients, customers and patients.

Requirements: • Must possess current RN, licensure in good standing in the State of Texas.• Master's degree in nursing, business, or health care related field preferred• Must possess current valid driver's license.• Must have 10 years' experience in health care with five or more years in certified home health operations.• Must have demonstrated leadership and organizational performance improvement experience.• OASIS-C certification required within the first year of employment, if not already certified

• Possess strong working knowledge of third party reimbursement as well as home health regulatory requirements including State and Federal rules and regulations.• Working knowledge of OASIS documentation• Working knowledge of computer and ability to learn home care software package.• Proficiency in using Microsoft Office products such as, Word, Excel, PowerPoint, Visio, etc. • Experience in using the common statistical and non-statistical tools of process improvement
